I mean, to explain in my terrible English, Okay I will try,
mmm Oh yes 걸 is conpress of 거를 ,, and,,
던 is...describing 약속.. just 있었던 is saying about past... like Had+P.P in English,
so 잊고 있었던 means I had forgotten ..?? and it describes 약속.

so,, I remeberd promises that I had forgotten..?? 던 is like 'that' in this sentence
